The project management directorate for energy conservation and environmental management was established at the Bank at the request of the Government of the Russian Federation. Its mission is to address the global challenges of arranging financing for energy efficiency, as well as implementing a number of international treaties.

The Kyoto Protocol is an international treaty that commits countries to reduce or stabilize greenhouse gas emissions. The Bank is entrusted to implement economic mechanisms of the Kyoto Protocol to the UN Framework Convention on Climate Change. The Bank's activities are aimed at protecting the interests of Russian investors with projects to improve energy efficiency.
