A panel discussion was organized by Krasnaya Polyana OJSC and the management company NBB-Development.

After the panel discussion NBB-Development, Krasnaya Polyana OJSC and international hotel operators Marriott International, Interstate Hotels & Resorts (IHR), Fairmont Raffles Hotels International (FRHI), Swissotel Hotels & Resorts and West Paces Hotel Group (WPHG), signed agreements. On September, 16 Sberbank held a business breakfast entitled Russian regions: modernization or marginalization? The winning formula as a part of the Forum. What changes are required on various levels of Russian politics and in methods of interaction between the levels of power? Does the economic map of Russia need to change or is it better to conduct business within the existing map? Is it necessary to change inter-budget relations and how this can be done? What can the regions achieve independently and where are the limits of their potential? What is the winning formula for successful modernization of the Russian regions? The moderator of the meeting was Herman Gref, President and Chairman of the Management Board of the Sberbank of Russia. There were about 130 participants at the breakfast: members of the Government of the Russian Federation, heads of constituent entities of the Russian Federation, experts and business people.

"The world has changed dramatically over the last 20 years, and today we can say that the world has increasing dynamics", said Mr. Gref, opening the event. "Everything is changing, not only technological patterns, but also the lifestyle".

During the meeting participants took part in several online surveys on the most important issues of the discussion. Most agreed that the number of constituent entities of the Russian Federation should be reduced to 51; in order to modernize Russia and enable its effective development there should be uniform development instead of the existing concentration in agglomerations; the system of direct election of Governors should be restored as soon as possible. Similar surveys had earlier been conducted among the online public and most respondents voted for the same options as the majority of Sberbank business breakfast participants.

The business breakfast also featured speeches by the heads of a number of constituent entities of the Russian Federation, including the Krasnodar Territory and Stavropol Territory, Tatarstan and Ingush Republics, Kostroma, Astrakhan and Sverdlovskaya regions.

"In my opinion, the key criterion of success today is the effective management of free people", said Herman Gref, closing the meeting. "It is impossible to be successful in the modern world by giving orders; you can't force people to think. To give a graphic description of my job, I'd say it's "herding cats."

The Forum also involved the presentation of the new exhibition stand of the Sberbank of Russia, official partner of the X International Investment Forum Sochi-2011. We see the key to leadership in the ongoing development, hard work and effective cooperation of our large team." The concept of the harmonious and effective development is reflected in the style of the stand's design, characterized by bionic forms and bright colors, as varied as the colors of nature. Sberbank represents a special creative space, an eco-office, which blends the bank's core values: respect for traditions, urge for perfection, initiative, team work, professionalism, and a healthy lifestyle.
